What would cause a plasma television screen to turn staticky/fuzzy in bright colors?

Samsung LN-S4051D The entire screen is fuzzy in bright colorful pixels, it looks like the old eye spy books where you take the book from your nose and pull it away slowly to see the picture pop out.... HA Anyways, is this caused by a specific part inside television?

1. That SOUNDS like your Logic board just took a dump on you if the WHOLE picture or half the picture is nothing more than blocks of color. If you see a picture, but you see either red, green or blue speckles IN the picture, then that's the Va voltage is off and needs readjusted.... If you get a color blob located in one area, that's the Plasma panel...a big single color blob that is...
